Abstract
Human Resources for Health (HRH) needs planning that initiates the overall management aspects should be structured as a reference in determining procurement that includes education and training of HRH, including improving their welfare, enhancing and monitoring the quality of HRH. Karanganyar Primary Health Center is a Primary Health Center Unit with shortages in nutrition personnel, lack of biomedical engineering personnel, medical technical expertise, and pharmaceutical technical personnel. This research aims to determine the planning of human resources for health (HRH) needs at Karanganyar Primary Health Center UPT.
This research uses a qualitative descriptive research design. The implementation time was in August 2023 using in-depth interviews and observations as the methods. The informants consisted of 4 individuals including the Head of UPT Puskesmas, Head of Planning Subdivision, Quality Team Leader, and Head of Administration. The instruments used were in-depth interview guidelines and observation guidelines. Data analysis involved several stages: data reduction, data presentation, and drawing conclusions. Triangulation in this research used source triangulation and method triangulation.
Based on the research results, it was shown that Karanganyar Primary Health Center has conducted advocacy for HRH planning with leadership, has an HRH planning team equipped with an organizational structure that operates in accordance with regulations, duties, and functions, and calculates HRH needs based on workload and requirements. Currently, health center staff have a high workload and multitask, thus additional staff is needed.
It is recommended that the analysis results can be used as considerations for planning human resources for health (HRH) needs at Karanganyar Primary Health Center UPT.
