EVALUASI PELAKSANAAN PERWALI NOMOR 51 TAHUN 2021 TENTANG PENYELENGGARAAN KEPESERTAAN PROGRAM JKN UNTUK MENCAPAI UHC DI KOTA SALATIGA - 2151700089

The NHI roadmap mandates Indonesia achieve UHC by 2019, but until 2022 the target has not been achieved. Regional governments must participate to achieve UHC. Salatiga as the research locus has issued regulation of mayor Number 51 of 2021 to achieve UHC. This research aims to evaluate the implementation of the regulation by focusing on evaluating the process including participation, registration, data collection, verification and payment as well as evaluating the results of UHC achievements.
This research is a qualitative descriptive study using in-depth interviews in August and September with six informants from Health Insurance Provider, Health Service, Social Service and regional planning and development of Salatiga. The general result, the process is appropriate with the regulation. The requirements to become a “PD-Pemda” is a Salatiga residents and be willing to be in class 3. Registration and activation made easier via the UHC WhatsApp Group. The “Jemput Bola” innovation is able to increase NHI membership coverage. Contributions are paid every month by the Health Service. There is the potential for wasting budgets because updating data on deceased participants is unoptimal. Salatiga succeeded in achieving UHC with participation coverage in August of
98.04%, that is, out of a total population of 200,220, 199,244 people had NHI.
It's recommended to the Salatiga Governmentto ensure that the ID-Card of all residents is "online" and to convey funeral information by the housing, residential areas and land services to the Social Service as an effort to optimize data updates on deceased participants. Health Insurance Provider posts information regarding guaranteed and non-guaranteed services, also the deadline for issuing Participant Eligibility Letters. The public actively reports changes in population data, including births, deaths and movements.
